A Little About Us

HR Dowden & Associates was founded in 1999 by Hellan Roth Dowden. A list of current and former advocacy and consulting clients can be found here. HR Dowden & Associates currently manages Teachers for Healthy Kids, a joint effort between teachers and health plans to enroll children in low cost affordable health care programs. Ms. Dowden also founded Communities for Healthy Kids, a health insurance enrollment and retention project for the Institute for Local Government, funded by the Wellpoint Foundation.

Hellan Roth Dowden has a wealth of experience working at the local and state level. She has been employed as the Director of the California State Council of Service Employees International Union, Director of Planned Parenthood Affiliates of California, chief lobbyist for the City and County of San Francisco and as a senior staff person in the California State Senate. Ms. Dowden served both as the Chief of Staff for the Senate Democratic Caucus and the Director of the Office of the Majority Whip while working in the Senate. Ms. Dowden has also served as a member of the Board of Licensed Vocational Nurses and Psychiatric Technicians and the Bureau of Private Postsecondary Education and most recently, served as the Sacramento County Chair of the Brown for Governor Campaign.
